Start freeTwo layers, not one
Missouri's MOScholars program is run by the State Treasurer's Office, and it works through educational assistance organizations rather than through a single government account system. For a family, the practical consequence is that there may be two places that care about your paperwork: the state, which sets the program's framework, and the organization that administers your child's scholarship day to day.
Most of the confusion we hear about in programs like this comes from not knowing which of the two to ask. The honest answer is that it depends on the question. A question about what the program covers goes to the Treasurer. A question about how to submit something, or what paperwork a particular organization wants, goes to the organization. When it is unclear, ask both and keep both replies.
Save the answer, not just the question
An email thread with an organization is a record of what you were told. A phone call is not, unless you write down the date, the person and what they said, immediately afterward. That is tedious for about a minute and valuable for years.
Our guide to understanding who actually decides is here: Who Decides What ESA Money Can Be Used For.
What families find hard
Not knowing where a rule came from. If somebody tells you something is covered or not, ask where it is written down. A good answer points to a page. A weak one starts with "I think."
Receipts that do not show the details. The itemized version, with the seller, the date, each line and the amount, is the one worth keeping. Our piece on it is here: How to Keep School Receipts.
Waiting to organize. The easiest time to label a receipt with the child's name and the reason for the purchase is the day you buy.

MOScholars Frequently Asked Questions
Eligibility, applications, timing, what the money may be used for and what it may not are the Treasurer's to answer, and the organization handling your account can tell you its own procedures. We keep Missouri's figures and lists off this page on purpose. A page like this goes stale quietly, and a family acting on a stale detail pays for it.
How CheckFirst ESA helps
CheckFirst ESA is an organizing tool. It gives you one place for receipts, a note on each purchase, a record of what you have submitted and to whom, and a reminder before something is due, kept per child.
It does not decide anything. CheckFirst ESA does not decide; your program administrator does. Where something is unclear, it tells you to check with your program, before you buy.

Common questions
- Who is the program administrator for MOScholars?
- The Missouri State Treasurer's Office runs the program and publishes its official site and FAQ. Scholarships are also handled through educational assistance organizations, so for a question about your own account it is worth asking which organization holds it and whether it has procedures of its own on top of the Treasurer's.
- Why does it matter that there is an organization between me and the state?
- Because each one can have its own forms, portals and ways of asking for documentation, and a family can end up following the state's guidance while the organization expects something slightly different. Ask the organization what it wants to see for a purchase, in writing, and keep that alongside the Treasurer's guidance.
- Does CheckFirst ESA decide whether a MOScholars purchase is allowed?
- No. CheckFirst ESA does not decide; your program administrator does. We help you keep receipts, notes and dates in one place so you can answer quickly when asked. Anything we flag is a reminder to check with the program, not a ruling.
- Where is the list of what MOScholars does and does not cover?
- The Treasurer's FAQ is the place to look, and we link it below. We do not copy the list onto this page because lists change and a stale copy is worse than none. Check the current FAQ, note its date, and ask the program about anything it does not mention.
