Start freeThree documents, one department
Wyoming's Education Savings Account is administered by the Wyoming Department of Education. For a family the working set is small: the program page, the family handbook and the families FAQ. They do different jobs, and knowing which does which saves a lot of searching.
The program page is where the Department posts current news and links to everything else. The handbook is the fuller rulebook for families. The FAQ answers common questions in a shorter form. When you need to be sure of something, the handbook is the document to read closely, and the program page is the one to check for anything that might have changed since.
When a handbook points elsewhere
Handbooks sometimes set out rules by category and refer to separate guidance for particular items. If you find a reference like that, find the document it points to and read it, or ask the program for it. If it does not turn up, that is a question for the Department and not a gap to fill with your own best guess.
Our piece on reading one without getting lost in it is here: How to Read Your ESA Program's Handbook.
What helps in any account program
One place for everything. Receipts, replies from the program, the handbook edition you are working from. If it is scattered, it will not be there when you need it.
A sentence at the time. What the purchase was, which child it was for and why it is educational.
Written questions. The reply is an answer and also a record. A phone call is neither unless you write it down.
Our guide to the receipts habit is here: How to Keep School Receipts.
Where to get the real answers
Wyoming Department of Education — Education Savings Account
Who qualifies, how to apply, timing, award levels and what the account may be used for are the Department's to answer. We do not restate any of it here. It changes, and a page like this goes stale without anyone noticing.
How CheckFirst ESA helps
CheckFirst ESA is an organizing tool. It keeps receipts, a note on each purchase, a record of what you have submitted and a reminder before something is due, per child.
It does not decide anything. CheckFirst ESA does not decide; your program administrator does. When something is unclear, it tells you to check with your program before you buy.

These are the people who decide. Anything about amounts, deadlines or what your program will pay for should come from here, not from us.

Common questions
- Where does Wyoming publish the rules for the ESA?
- On the Wyoming Department of Education's ESA page, which links to the family handbook and the families FAQ. Read the current versions linked there, and check the edition date on each before you rely on it.
- Is the family handbook the final word on every purchase?
- A handbook usually sets out categories and general rules, and it may point to further guidance for specific items. If a purchase falls between the lines, ask the Department in writing before you buy and keep its reply. Whatever you cannot find in writing, ask.
- Does CheckFirst ESA decide whether a purchase is allowed?
- No. CheckFirst ESA does not decide; your program administrator does. We keep your receipts, notes and dates together so you can answer quickly when asked. Anything we flag is a reminder to check with the program, never a ruling.
- Where do I see updates about the program?
- On the Department's program page, which is where Wyoming posts news and updates for families. Look there directly rather than relying on someone's summary, and look again before you plan around anything that might have changed.
